***Tuesday, December 27, 2022, at 9:00 a.m., Commissioners met in regular session with Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser. Chairman Dan Dinning was out of the office.

Commissioner Cossairt moved to appoint Commissioner Tim Bertling Acting Chairman in the absence of Chairman Dan Dinning. Commissioner Bertling second. Motion passed unanimously.

9:00 a.m., Road and Bridge Department Co-Superintendent Randy Morris joined the meeting to give the department report. A written report was provided. Mr. Morris reviewed in progress work and work being done by Road and Bridge staff as listed in the department report.

Commissioner Cossairt moved to ratify signing the Annual Road and Street Financial Report. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Cossairt moved to go into executive session pursuant to Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student. Acting Chairman Bertling yielded the chair to second. Commissioners voted as follows: Acting Chairman Bertling “aye” and Commissioner Cossairt “aye”. Motion passed unanimously. The executive session ended at 9:27 a.m. No action was taken.

Commissioners and Mr. Morris discussed road conditions.

The meeting with Mr. Morris ended at 9:54 a.m.

9:54 a.m., Commissioners contacted Attorney Tevis Hull via telephone to get an update on various matters and documents Attorney Hull is working on. The call with Attorney Hull ended at 10:07 a.m.

Commissioner Cossairt moved to sign Certificates of Residency for Paige Sartell, Riley Thompson and Jaydin Falk. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Cossairt moved to approve the minutes for the weeks of November 14 & 15, 2022 and December 19 & 20, 2022. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Cossairt moved to approve and sign Property Tax Cancellations for tax year 2022 for the following parcels: RP62N02E166030A totaling $12.04, OC62N02E166030A totaling $487.72, OC047000000020A totaling $499.76, SR62N03E299250A totaling $499.76, RP00097003004AA totaling $19.44, SR63N02E305005A totaling $288.06, RPB0700001011AA totaling $643.36, and SR63N01E082100A. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Cossairt moved to adopt Resolution 2023-20. A resolution establishing polling sites in Boundary County. Acting Chairman Bertling second. Motion passed unanimously. Resolution 2023-20 reads as follows:

RESOLUTION 2023-20

A RESOLUTION ESTABLISHING POLLING SITES IN BOUNDARY COUNTY

WHEREAS, the Board of County Commissioners, County of Boundary, State of Idaho, has established seven polling sites within the County, and

WHEREAS, those sites are the Bonners Ferry/Kootenai Precinct, Copeland Precinct, Moyie Springs Precinct, Naples Precinct, North Bonners Ferry Precinct, Valley View Precinct, and the Countywide Absentee Voting Precinct

NOW THEREFORE, upon motion duly made, seconded, and unanimously carried,

IT IS HEREBY RESOLVED that the Board of County Commissioners, County of Boundary, State of Idaho hereby reaffirms the polling sites for elections to be held in Boundary County in calendar year 2023 as follows:

Clerk Poston informed Commissioners that Boundary County has designated just under $1,300,000.00 in American Rescue Plan Act (APRA)funds so far.

Clerk Poston discussed matters pertaining to documentation that needs to be completed in order to receive additional National Opioid Settlement Notice funds. Boundary County has not yet officially allocated these funds, according to Clerk Poston. Acting Chairman Bertling mentioned having discussed funding a county school resource officer position.

Commissioner Cossairt moved to apply for the five new National Opioid Settlement funds. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Cossairt moved to authorize the Prosecutor’s Office to send a letter regarding the use of the Boundary County seal. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Cossairt moved to sign the Airport Improvement Project annual federal financial forms or airport related grants. Acting Chairman Bertling yielded the chair to second. Motion passed unanimously.

10:31 a.m., Restorium Administrator Karlene Magee and Assistant Administrator Diana Lane joined the meeting to give the Restorium report. Ms. Lane presented Commissioners with the quarterly report on Restorium matters and reviewed details for the months of September through November 2022. There are 29 residents as of the end of November 2022, and two more residents have come to the Restorium during the month of December. The Restorium is still advertising for kitchen help. Those present reviewed the status of projects and items that were started and purchased using ARPA funds.

11:14 a.m., Courthouse Maintenance Squire Fields joined the meeting to update Commissioners on the matter of a water utility bill received for the Parks and Recreation Department. Mr. Fields said the matter was resolved and the bill is for the correct amount; not the amount initially billed. Mr. Fields informed Commissioners that he checked the ceiling tiles that fell and the roof area at the former North Idaho College building for a potential water leak and everything was dry so it was probably a prior leak and the tiles finally gave out. Mr. Fields said there is a water leak in the ceiling of men’s and women’s restroom in the Extension Office that needs repaired.

The meeting with Mr. Fields ended at 11:24 a.m.
