Commissioners' Meeting Minutes - Week of July 25, 2022

***Monday, July 25, 2022, at 9:00 a.m., Commissioners met in regular session with Chairman Dan Dinning, Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.

Commissioners gave the opening invocation and said the Pledge of Allegiance.

9:00 a.m., Road and Bridge Department Co-Superintendent Renee Nelson and Randy Morris joined the meeting to give the department report. A written report was provided. Those present reviewed work listed in the report. Mr. Morris said Road and Bridge is making repairs to equipment so they can continue chip sealing.

Those present discussed various topics. Ms. Nelson said Road and Bridge will set up a meeting with residents on LaBrosse Hill Road to discuss the easement issue in order to come to a conclusion. Chairman Dinning informed Ms. Nelson that as it relates to Road and Bridge hiring employees who need to have a CDL, there is a company in Libby, Montana that provides training for commercial drivers licensing (CDL). Ms. Nelson said she did receive the Idaho Transportation Department’s assessment for the intersection at Sunrise Road and Highway 95 and the Kootenai Tribe of Idaho’s civil engineer is updating the project plans. Ms. Nelson had a meeting and walk through of the Road and Bridge shop and office with Alicia Ray, who is with the State Insurance Fund and she learned of some changes that American Rescue Plan Act (ARPA) funds could be used for to make those changes. Ms. Nelson said she has a meeting with Kevin Kuther with the Local Highway Technical Assistance Council (LHTAC) scheduled for Monday, August 22nd to discuss overweight truck routes.

Mr. Morris said the county needs to put some teeth into its access permits for the people who are putting in accesses incorrectly as he is seeing the county roads getting torn up. Chairman Dinning said he feels there is a penalty that equates to a misdemeanor or infraction with a certain dollar amount.

Chairman Dinning asked how far this year’s road oils are going. It was determined that this year’s oil is covering more miles.

The meeting with Ms. Nelson and Mr. Morris ended at 9:42 a.m.

Commissioner Bertling moved to approve the Service Agreement with Bonner County for public defender services, subject to possible minor revisions. Commissioner Cossairt second. Motion passed unanimously.

Commissioner Cossairt moved to sign the New Private Road Name Request Forms for Boreal Way and Trestle Creek Lane. Commissioner Bertling second. Motion passed unanimously.

Commissioner Cossairt moved to sign the Certificate of Residency for Katelyn Bennett. Commissioner Bertling second. Motion passed unanimously.

Commissioner Cossairt moved to approve the meeting minutes for the weeks of July 11 & 12, 2022 and July 18 and July 19, 2022. Commissioner Bertling second. Motion passed unanimously.

Commissioner Cossairt moved to cancel late fees and interest for tax year 2020 on Parcel #RP60N01W348990 owned by Lloyd and Luanna Funderburg. Commissioner Bertling second. Motion passed unanimously.
Commissioner Cossairt moved to authorize Commissioners to sign the Idaho Public Safety Communications Commission FY 2023 Dedicated Enhanced Emergency Communications Grant Fee Fund Application (911) grant for the Sheriff’s Office. Commissioner Bertling second. Motion passed unanimously.

Commissioner Cossairt moved to sign the City/County Dispatch Agreement for fiscal year 2022-2023. Commissioner Bertling second. Motion passed unanimously.

9:50 a.m., Chief Deputy Clerk Nancy Ryals joined the meeting.

Commissioner Cossairt moved to write off indigent account #2018-26 in the amount of $1,450.16; indigent account #2010-21 in the amount of $11,234.45; and indigent account #2004-23 in the amount of $4,661.84 as the indigents are deceased and left no estates. Commissioner Bertling second. Motion passed unanimously.

Chief Deputy Clerk Ryals left the meeting at 9:51 a.m.

Commissioners tended to administrative duties until their next meeting at 11:00 a.m.

Commissioner Cossairt moved to sign the Certificate of Residency for Maggi Foster. Commissioner Bertling second. Motion passed unanimously.

11:09 a.m., Restorium Administrator Karlene Magee joined the meeting.

Commissioners and Ms. Magee discussed job descriptions, wages and scheduling as it pertains to the nurse position at the Restorium.

The meeting with Ms. Magee ended at 11:40 a.m.

Commissioner Cossairt moved to sign the Certificate of Residency for Keribeth Smucker. Commissioner Bertling second. Motion passed unanimously.

11:42 a.m., Commissioners and Clerk Poston continued their budget workshop.

Courthouse Maintenance Squire Fields stopped by Commissioners’ Office at 11:53 a.m., to inform them that the project to improve the sidewalks is going to occur in August, but he needs to work on the glycol tubing. Mr. Fields informed Commissioners that the ground sprinkler system at the County Annex is supposed to be back up and working, but something is not working properly and it’s something electrical outside of the box. It was said a valve may have been left on.

Mr. Fields left the meeting.

12:00 p.m., There being no further business, the meetings recessed until Commissioners’ special meeting set for Tuesday, July 26, 2022, at 2:15 p.m.

***Tuesday, July 26, 2022, at 2:15 p.m., Commissioners met in special session with Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser. Chairman Dinning was out of the office, but participated in the meeting via telephone.
Commissioners contacted Brandon Schmitz with Sasquatch Builders to discuss repairing the roof of the Sheriff’s Office jail. Mr. Schmitz explained that the issue he ran into was the delay in obtaining a public works license as well as the completion bond. The paperwork should be received soon, but it looks like the repairs might need to be pushed out to next summer. Mr. Schmitz said he just wants to make sure all paperwork is in place before he starts the project, which might now be sometime next summer. Commissioners asked Mr. Schmitz to notify them when he’s received his public works license.

The call to Mr. Schmitz ended at 2:24 p.m.

Commissioner Cossairt moved to approve the amended minutes for July 18, 19 & 20, 2022. Commissioner Bertling second. Motion passed unanimously.

There being no further business, the meeting adjourned at 2:30 p.m.
