Meeting Minutes

Boundary County Airport Board Meeting February 6, 2024.

Present: Don Jordan, Pat Gardiner, Rick Durden, Jay Wages, Bob Blanford, and Trey Dail.

Airport Manager: Dave Parker

The meeting was called to order at 5:30 PM by Jay Wages.

Pat Gardiner moved acceptance of the minutes of the January 2024 meeting, Don Jordan
seconded the motion and it passed unanimously.

Old Business

Environmental Assessment—Update

Dave Parker and Trey Dail reported that there had been two meetings with the FAA in the past month. The FAA would like to close out the existing grant due to its age and start a new one. The impact is that four years ago it was a 100% grant. Now it will require a 10% match—with $45,000 left to go that means $4,500 to split between the County and State.

The EA is on hold until it circulates within the FAA for any final comments.

Dave Parker and Trey Dail noted that a property across the highway (North Idaho Iron Workds) is in the Runway Protection Zone (RPZ) and the FAA wants a letter from the County that the County gets first right of refusal if the property is ever sold.

We were told that the FAA has said that the schedule for completion of the EA is targeted for August and not later than October.

Review of Slope Stabilization

Nothing new to report—we’re simply waiting for weather to allow work to move forward, probably mid-summer or later.

North Bench Fire and Iron Mike’s Land Leases

Dave Parker reported that the agreement with North Bench is completed but has not been signed. The death of the County Attorney has delayed progress. The Iron Mike’s agreement is complete and signed.

Hangars A, H and K Update

Dave Parker reported that these are the hangars affected by the historic designation. With FAA approval, they are being removed from the EA. Letters have gone to the owners stating that nothing can be done to them.

We will deal with the hangars after the EA is done.

Hangar and Lot Standards

New Business

Pat Gardner moved to close out phase two of the EA AIP 17 grant and recommend that the County Commission approve a grant application for phase three. Rick Durden seconded the motion. It passed unanimously.

Polyjohn/Porta Potty for Hangar Area

Following up on last month’s discussion regarding renting what is referred to as a Polyjohn (portable toilet facility) for the hangar area, Dave Parker reported that the cost to rent a unit is $1,800 per year, although it can be rented monthly. The fee includes weekly cleaning. The board indicated that it would make sense to rent one for the summer months when hangar usage and flying is highest. This will be addressed again at upcoming meetings.
