Meeting Minutes

Boundary County Airport Board Meeting June 4, 2024.

Present: Scott Hittle, Rick Durden, Bob Blanford, Pat Gardiner, Jay Wages, Mark Weber, Don Jordan and Trey Dail.

Airport Manager: Dave Parker

The meeting was called to order at 5:34 PM by Jay Wages.

Mark Weber moved acceptance of the minutes of the May 2024 meeting, Pat Gardiner seconded the motion and it passed unanimously.

Old Business

Slope Stabilization

Trey Dail reported that the project was delayed as the contractor is running behind and rain has made the area to wet for the work needed. It is now anticipated that work will start in July and the preconstruction meeting is being rescheduled.

Environmental Assessment—Update

Dave Parker and Trey Dail reported that final comments were received from the FAA and is office and Dave Parker are turning them around for submission to the FAA by the end of the month. If they are accepted then it will be time to schedule public comments and an open house for public review.

Update—Power Line Poles South of Runway

Trey Dail has been trying to get information from Tollhouse Energy on the time to plan the project and perform the project as well as the cost for planning. He is continuing to press for the information as time is becoming of the essence and the FAA is pressing for a schedule.

Farm Lease Update

Dave Parker reported that the lease is complete, and the Commissioners were expected to sign it today. The farmer has stated that he will sign it as soon as the Commissioners do so.

Hangar E Taxiway Construction and Hangars

Dave Parker reported that the FAA has approved construction of the first hangar on Row E (confirming that it will not be too tall). He is working on the agreement with the tenant to be Mark Ashmore.

No action was taken on constructing a full taxiway for hangar row E.

Avigation Easement—Adam Michel

Dave Parker reported that he met with Adam Michel of North Idaho Welding and that we are supposed to get the appraisal on the value of the easement soon. Paperwork is written up and ready to go for the easement and County’s right of first refusal if the land comes up for sale.

New Business

Airport Manager’s Report

Dave Parker reported that during the course of the last month a Cessna 150, N3505L, ran off the runway on landing and was damaged. No one was injured.

The farm lease agreement was completed and turned into the

County Commissioners for signature.

The airport budget was turned into the Commissioners.

An RFQ for an engineering firm was run in the Bonners Ferry Herald. It expires Jun 14, 2024, at 2:00 am.

He prepared a letter regarding the Wolff hangar.

He met with Shem Johnson and the slope project personnel—the preconstruction meeting was cancelled as set out above.

His crew was engaged in mowing almost the entire airport.

Heavy weed spraying continued in select areas of the airport.

His crew sterilized soil adjacent to the runway and taxiways in association with the Boundary County Weed Dept.

Signed registered with Idaho IPDES&E Permit for the slope stabilization project.

The Wolff Hangar C letter was sent to the County attorney and Commissioners for review.

The meeting was adjourned at 6:18 pm.

Fuel Sales for March: 100LL – 3,238 gallons; Jet A – 641 gallons.

He was involved in several fair disclosure and planning reviews.
