Chairman Caleb Davis opened the meeting agenda with the application to rezone the Thompson property from Agriculture/Forestry to Rural Community Commercial, application 20-011. (The hearing concerning this application was tabled on December 19, 2019 after hearing all public input and after having the applicant provide a closing statement. Also heard at that time was a description of Julie Johnson's status regarding the size and placement of the Johnson/Thompson property lines and the existence of the Johnson structure on the shared parcel line.
Davis moved to take application 20-011 from the table and resume deliberations. He responded to applicant’s request to comment by saying that the hearing is now closed to public input.
The Planning and Zoning discussion reviewed prior concerns related to three areas:
It was agreed that a zone change request, by itself, has nothing to do with utility availability nor infrastructure access considerations. However, in the absence of any proposed use there seemed to be no plan consistent with the guidelines governing uses in any zone district. Issues related to details associated with specific uses within a new zone (such as water availability, infrastructure access, parcel line adjustments) could not be determined. It was felt that a recommended approval in the absence of any use proposal would amount to the issuance of a blank check with no considerations.
Davis asked for a motion, and Rob Woywod moved to recommend to the County Commissioners disapproval of application 20-011 based on insufficient detail regarding proposed use of the newly zoned property. Adam Isaac seconded, and the votes were as follows:
John Cranor - Aye, Tim Heenan - Absent, Scott Fuller - Absent, Davis thanked everyone for participating in the hearing then asked if there was a motion to adjourn. Rob Woywod so moved, Adam Isaac seconded, approved unanimously at 8:00 pm and the meeting was adjourned.

At 6:00 PM Chairman Caleb Davis identified the presence of a quorum, opened the Meeting, and asked the Commission if there were any changes or corrections to be made to the Minutes of the January 16, 2020 Meeting. There being none, Davis asked for a motion to approve the January 16 Minutes. John Cranor so moved, seconded by Rob Woywod, and there being no further discussion Davis called for a vote. The votes were as follows:
