Clerk Poston spoke to Commissioners about funding for voting equipment, court related compensation, etc.
10:37 a.m., Judge Justin Julian joined the meeting.
Those present discussed the requirement of masks for court related matters as well as costs and contracted amounts for first appearances.
10:50 a.m., Judge Julian left the meeting.
Commissioner Bertling left the meeting at 11:05 a.m.
11:10 a.m., there being no further business, the meeting recessed until tomorrow at 1:30 p.m.
***Tuesday, September 14, 2021, at 1:30 p.m., Commissioners met in regular session at the County Annex conference room with Chairman Dan Dinning, Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.
1:30 p.m., Road and Bridge Department Co-Superintendent Renee Nelson and Road Foreman Bradley Barton joined the meeting to give the departmental report.
Chairman Dinning informed those present that county resident Chuck Roady requested permission to allow people to park along Hillcrest Road for an event he was hosting. Solid Waste Department Superintendent Claine Skeen has already been notified and Ms. Nelson was also in agreement.
Commissioner Cossairt moved to sign the Certificate of Residency for Kylie Branson. Commissioner Bertling second. Motion passed unanimously.
Ms. Nelson provided a written Road and Bridge report. Commissioners reviewed the Columbia Bank financial documents for the 2022 Western Star dump truck.
Commissioner Cossairt moved to sign the Columbia Bank municipal lease financial documents, to include Exhibits A through D, for the purchase of the 2022 Western Star dump truck totaling $198,725.00, with a down payment of $43,725.00 and amount to be financed totaling $155,000.00. Commissioner Bertling second. Motion passed unanimously.
Ms. Nelson informed Commissioners that Mr. Barton is working on getting county roads to the south graded and is finishing up roads to the north. Road and Bridge is also mowing and should be paving the Ruby Creek bridges tomorrow.
Those present discussed hiring for an operator position at Road and Bridge. Mr. Barton explained issues when hiring new employees. Mr. Barton mentioned that Road and Bridge has a lot of new employees so there will be a lot of training needed for this winter as some employees don’t know how to put chains on, use salt brine, etc. One of the employees who already knows how to do these tasks has to accompany the new employees so it slows things down. It takes a long time to get someone new trained so they can be out on their own and productive. Road and Bridge has a vacancy for an operator position coming up around October 7, 2021, and there is one person of interest from the last round of applications. It was asked if the job listing should be posted for a couple more weeks in an attempt to obtain more interest. The importance of these employees getting their commercial driver’s license was discussed. Commissioners were in favor of extending the job listing. Ms. Nelson clarified that this is just a heavy equipment operator position.
Ms. Nelson mentioned that Allen Rose with 9B Trails contacted Road and Bridge about the Riverside Park project. Ms. Nelson mentioned Mr. Rose commented that the project is starting in October and the fairgrounds is requesting four loads of soil or the good top soil. Mr. Barton also had someone call from the Parks and Recreation Department who asked about Road and Bridge being able to grade the road that comes off the county road by the ballfields all the way to the dike. Chairman Dinning mentioned having seen a claim of $7,000.00 from the Parks and Recreation Department for 9B Trails. Commissioner Cossairt said the county wasn’t going to put funding toward this project, but he doesn’t know what the Parks and Recreation Department is doing. It was said that the Parks and Recreation Department would like the road graded now and to haul later. Commissioners asked about setting up a meeting with someone from the Parks and Recreation Department and someone from 9B Trails.
Ms. Nelson discussed receiving the suggestion from two Federal Highways employees to get in touch with the Idaho Transportation Department to see if they have used consulting companies to help with acquisition for rights-of-way. Those present briefly spoke of the Riverside Road Improvement Project and it was said it sounds like the process is smoothing out somewhat.
Ms. Nelson reviewed topics listed in the department report to include: the cost for the two belly dumps that Road and Bridge is looking to purchase is $3,500.00 each, working on a dispute with Aramark, a matter involving Timberlane Road, visiting with a representative of Union Pacific Railroad about county roads running along the railway tracks, wanting to get a ditch in and rock for Gold Road before winter.
The Road and Bridge Department ended at 2:08 p.m.
Mr. Barton left the meeting.
2:11 p.m., Commissioners met with Jared Yost with Innovate at the County Annex to discuss what Innovate recommends to streamline the county’s addressing process. Also present were: County Planning and Zoning Administrator Clare Marley, Boundary County Emergency Manager Andrew O’Neel, Assessor Dave Ryals, Deputy Assessor Olivia Drake, and Road and Bridge Department Co-Superintendent Renee Nelson.
Mr. Jost provided a Powerpoint presentation to review the county’s process for addressing and how it could be streamlined, etc. Those present reviewed the following to include, but not limited to: the business background of Innovate, the current addressing environment diagram, having met several times over the last few months in order to review how to make the process better, flow chart, identifying issues with the current workflow, workflow recommendations, Staffing, and staffing recommendations.
Ms. Drake said one issue is data sharing and if we all have current data. Ms. Drake added that what’s scary is that the Sheriff’s Dispatch only gets new, updated road information every few months. The county’s system is fragmented. Assessor Ryals discussed maintaining security, the cloud and backing up to the Barracuda system. Those present reviewed information systems, recommendations for information systems and infrastructure. Assessor Ryals questioned if high speed is needed to send the information around.
Mr. Yost spoke regarding the Enterprise GIS system, reviewed GIS maturity continuum, the plan to include short-term and long-term goals, and the proposal options to consider and associated costs for the program and yearly maintenance.
The meeting recessed for a 10-minute break.
Chairman Dinning asked for a recommendation. Chairman Dinning said the total cost of hiring Innovate to be an administrator is high for the county, but it alarmed him to hear that emergency services might not have current information. Ms. Nelson said when there had been other meetings, even with Planning and Zoning, if the county selected the top choice, this system and information could integrate Planning and Zoning, Idaho Transportation Department, permitting, and with autofill, the information would talk to each other. Mr. Yost said it’s called related records and there is a relationship between the building permit and the approach permit to the parcel, etc. Ms. Marley asked for clarification if the employee would fill in the form, etc., To have information would be a time saver, but it sounds like that’s not an ESRI system, but a person to fill in the information. Mr. Yost said you have to have people to tell computers what to do, but once the system is built up, it’s very repeatable. Ms. Marley asked if there are any demos to see how the program works. Ms. Marley asked if there are grants available to help fund this program. Mr. Yost said ESRI has provided a link to a couple places for grant funding that he would pass on. Ms. Nelson spoke of having the system and the instruction manual. Those present discussed the work each one does in relation to the work a new program would allow. Clerk Poston questioned affects to the county’s internal system. Those present discussed the range of costs.
The meeting to discuss addressing ended at 4:04 p.m., and Ms. Marley, Mr. O’Neel, Assessor Ryals, Ms. Drake, and Ms. Renee Nelson left the meeting.
4:05 p.m. Commissioner Cossairt moved to go into executive session pursuant to Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student. Commissioner Bertling second. Commissioners voted as follows: Chairman Dinning “aye”, Commissioner Cossairt “aye” and Commissioner Bertling “aye”. Motion passed unanimously. The executive session ended at 4:10 p.m. No action was taken.
Mr. Yost left the meeting.
4:10 p.m., Restorium Administrator Karlene Magee joined the meeting to give an update on Restorium matters. Those present discussed nursing and administrator licensing, staffing issues, building a partition wall, and switching rooms. Ms. Magee said the cost for a certified nursing assistant course (CNA) is $875.00 and the student has to be at least 16 years of age. The cost of the exam is $60.00. Ms. Magee informed Commissioners that the Restorium currently has 30 residents, but that number will soon decrease to 28.
The meeting with Ms. Magee ended at 4:50 p.m.
There being no further business, the meeting adjourned at 4:50 p.m.
***Friday, September 17, 2021, at 9:22 a.m., Commissioners met in special session with Chairman Dan Dinning, Commissioner Wally Cossairt via telephone and Deputy Clerk Michelle Rohrwasser. Commissioner Tim Bertling was out of the office tending to other matters. The purpose of the meeting is to approve a catering permit requested by Mugsy’s as it’s a time sensitive matter.
Commissioner Cossairt moved to approve the alcoholic beverage catering permit requested by Mugsy’s Tavern and Grill for a Mountain Mafia event held on September 17 & 18, 2021. Chairman Dinning yielded the chair to second. Motion passed unanimously.
The meeting ended at 9:23 a.m.
