Job Summary:

The jury Commissioner administers all aspects of the county jury management program, ensuring compliance with Idaho law, court rules, and judicial directives. The position coordinates jury selection, summons prospective jurors, maintains confidential records, assists the public, and provides administrative support to the courts regarding jury operations. As Compliance Clerk, responsible for collection of past dues, processing infraction defaults, coordinating community service, customer service and generate court forms among other clerical duties.

Position Functions:

Jury Commissioner: 
Administer the county's jury management program
Maintain and update jury source lists in compliance with Idaho statutes.
Conduct random jury selections using approved jury management software.
Prepare, issue and track juror summonses and qualification questionnaires.
Review juror qualifications, exemptions, disqualifications, and postponement requests according to applicable laws
and court policies.
Respond to juror questions by telephone, email, and in person
Coordinate jury panels for district court proceedings
Schedule jurors based on court calendars and judicial needs
Process juror attendance records and prepare juror compensation and mileage reimbursement and process for payment.
Maintain accurate jury records while protecting confidential information.
Conduct juror orientation and provide instructions regarding jury service.
Prepare statistical and administrative reports related to jury operations
Coordinate with judges, court clerks, prosecutors, defense attorneys, and court administration regarding jury needs.
Coordination with judges include determining number of jurors needed for each trial and time for jurors to report.
Responsible on trial date for attending court, scanning jurors in beginning at 7:45 a.m., Creating seating chart, seating
& reseating jurors, providing juror video and juror pamphlets.  Must remain in courtroom until final jury panel is selected.
Jurors' names are CONFIDENTIAL at the time of trial and must be protected.
During juror deliberations, must assist bailiffs with tending to the needs and meals of the jurors.
COMPLIANCE CLERK
Responsible for monitoring and ensuring compliance with certain court orders.
Collection of past due monies. Review court cases, court ordered payment plans, custodial status of Defendant,
determining delinquency, processing court forms / orders for payment.
Process Infraction defaults: review citations, due dates, extension dates, related cases, generate & process default forms.
Process Misdemeanor failure to pay, review citations, due dates, extension dates, related cases, generate and process
failure to appear forms. Provide forms to city / county attorney for warrant processing.
As needed, will be required to generate court forms for initial appearances and arraignments.
Must coordinate with Court staff & Detention staff to ensure completion and processing of forms prior to court hearings.
As needed, may be required to take payments on cases, provide Court assistance forms to the public, and provide
back up assistance to court staff at the public counter.
Community Service Coordination: Maintain community service contracts, reports and all other records for felons
ordered to complete community service hours
Verifies payment under IC 31-3201C before allowing community service to commence.
Works with County Commissioners to review and update community service sites.
May be required to generate affidavits of failure to comply for probation violation / warrant processing.
Perform all other duties as assigned.

Minimum Education / Qualifications Required:

High school diploma or equivalent required. Three to five years clerical or court -related experience preferred. Experience in a Clerk of the District Court, legal office, or court setting is highly desirable. Equivalent combination of education and experience may be considered.

Typical Work Environment And Physical Requirements:

Primarily office environment. Frequent interaction with the public. Extended periods sitting and working at a computer. Occasional lifting of files up to 25 pounds. May require flexibility during jury trials or special court proceedings. Ability to sit, stand, walk, bend, and reach. Manual dexterity sufficient for keyboarding and operating office equipment. Visual ability to review detailed documents and computer screens. Hearing and speaking sufficient to communicate effectively in person and by telephone.

Typical Work Hours:

Typically work 8:00 am to 5:00 pm Monday through Friday. May be required to work overtime . When possible, employee shall notify the Clerk of the Court prior to taking vacation time, comp time or scheduled medical leave.
