Meeting Minutes

Boundary County Airport Board Meeting April 1, 2025.

Present: Rick Durden, Bob Blanford, Pat Gardner, Jay Wages, Mark Weber, Don Jordan and
Trey Dail.

Airport Manager: Dave Parker

The meeting was called to order at 5:30 PM by Jay Wages.

Mark Weber moved acceptance of the minutes of the previous meeting, Don Jordan seconded the motion and it passed unanimously.

Old Business

Slope Stabilization

Dave Parker escorted the Board members to the east side of the runway where the slope stabilization work had been completed last year to show that erosion is continuing. It appears that water is daylighting above the rock work. A survey crew has made a survey of the condition of the area and will continue to monitor the condition through June. Dave Parker, engineers and contractor are looking at alternatives to remediate the situation this summer. Trey Dail thinks that it is not a warranty issue with the construction company as it appears that the contractor did the work according to the plans prepared by the engineering company.

Dave Parker noted that the swale east of Hangar Row A fills will water and freezes in the winter—a large amount melted and moved underground to the slope, causing a partial failure of the slope stabilization.

Environmental Assessment—Update

Dave Parker and Trey Dail reported that the Environmental Assessment is complete and the final request for reimbursement has been sent to the County.

Update—Power Line Poles South of Runway

Trey Dail and Dave Parker reported that we have received a new cost estimate of $1.6 to $1.7 million to burying all the power lines. Planning and design may start in May. The local match for the work will be $0.025 for each dollar spent. The County Commissioners are being kept apprised of the situation.

Hangar B4—Decision

A potential land lessee is requesting to build a 60 x 70-foot hangar to store turboprop aircraft and has put $3,000 down for a lease. He now wants to put a motorhome door on the hangar and store his piston-engine airplane in the hangar.

There was substantial discussion regarding the request. It was noted that the taxiway that services the hangar area is made for heavyweight aircraft. It was the consensus of the Board that the site be saved for larger, heavier airplanes. Don Jordan moved that the deposit be returned. Rick Durden seconded the motion and it passed unanimously.

There was further discussion of creating a gravel taxiway to hangars for smaller airplanes.

The Board asked that guidelines be established for potential hangars (two 80-foot hangars) on the heavyweight taxiway that they only be occupied by aircraft that have an immediate need for such a large hangar and heavyweight taxiway and that motorhome doors not be approved for new hangars.

Scope of Work for Obstruction Survey Review—Future Grant—Decision

Trey Dail stated that work needs to get started on the future grant for surveying a new instrument approach to the airport that will be required after the runway shift is completed—we need to get a contract for the survey for the route to be flown on the approach.

ITD Grants available for 2025—Update

Dave Parker stated that there is nothing new, we have submitted requests.

Runway Shift—Update

Nothing currently happening. The design phase of the project should start in July. The FAA reported to Trey Dail and Dave Parker that it has earmarked money for the entire project to take place in one year.

New Business

Hangar A2—New Lease—Inspect–Decision

The Board and Dave Parker inspected hangar A2 in accordance with the standard hangar inspection form as the current land lessee has a buyer for the hangar. The hangar appeared to be in good shape—the specifics of the inspection are on the form filled out by Dave Parker. There is approximately one year left on the current lease. Don Jordan moved that the current lease be terminated on the date that the sale of the hangar is effective, and a new, 20-year lease be entered into between the County and the hangar buyer. Mark Weber seconded the motion. It passed unanimously with Pat Gardner abstaining.

Motor Home Sized Garage Doors on Hangars—Decision

The discussion on such doors on hangars that started during old business was continued. The Board consensus that such doors should not be allowed on any new hangars. Dave Parker will come back to the Board with proposed language on the size of allowable garage doors on hangars.

Meeting with FAA Airport District Office

Dave Parker and Trey Dail met with the FAA ADO on March 26, 2025 and reported that with the federal layoffs there is a new project manager for our airport at the ADO. The office has lost staff and the effects are yet to be determined. However, the new PM has relevant experience and the FAA has received some additional airport funding that is being focused on the Boundary County Airport. We have a laundry list of needs and a $3.5 million funding gap that the FAA
will address by the end of April.
