Meeting Minutes

Boundary County Airport Board Meeting December 9, 2025.

Present: Rick Durden, Pat Gardner, Mark Weber, Scott Hittle, Don Jordan, Trey Dail, Charlie Brown and his daughter Tanya

Airport Manager: Dave Parker

The meeting was called to order at 5:30 PM by Don Jordan.

Rick Durden moved acceptance of the minutes of the previous meeting, Pat Gardner seconded the motion and it passed unanimously.

Old Business

Slope Stabilization Update

Trey Dail and Dave Parker reported that a hydro geologist is now involved to evaluate the movement of ground water under the runway from the west side to the slope area. The current plan is to install a curtain drain at the top of the slope to capture and divert ground water. Buttresses in the area will be rock armored to reduce erosion and necessary work will be coordinated with runway to minimize runway closure time. Dave will monitor during water runoff times for clues to best way to solve.

New Business

Update on Grant Projects

Dave Parker and Trey Dail had and meeting with the FAA and reported that runway rehab should be happening in 2026 and 2027 although they are leaning toward doing all construction in 2027 to minimize runway closure time. The existing asphalt will be milled and pulverized and used as a base course for the 600-foot shift south as it reduces trucking time and cost. The closure will be 30 to 40 days. There was discussion of ways to reduce the closure time, however, that would require potentially working 24 hours a day and not being able to mill and reuse runway being removed, which would increase cost dramatically and only potentially save ten days on the closure. It was the consensus of the Board that the tradeoff for cost versus time was not worthwhile.

Trey Dail reported that the new instrument approach procedure required by the runway renovation and movement should be ready by the end of 2026 as the request for the necessary survey and procedure approval is into the FAA and we should not have time without an approach when the runway reopens.

Shem Johnson A1 Hangar lease renewal/inspection

The Board inspected Hangar A1, finding it in good condition with nothing more than ordinary wear and tear. Rick Durden moved approval of offering a new 15-year lease with a 15-year renewal option. Pat Gardner seconded the motion and it passed unanimously.

Charlie Brown B2 Hangar lease renewal/inspection

The Board inspected Hangar B2, finding it in good condition with nothing more than ordinary wear and tear. Rick Durden moved approval of offering a new 15-year lease with 15-year renewal option. Pat Gardner seconded the motion and it passed unanimously.

Earth Scope Land Lease Renewal

Earth Scope had a land lease for a geodetic monitoring station on the airport. It is a 15-year agreement based on a one-time fee of $1,500. The organization wishes to renew the lease until 2031.

After discussion it was agreed that Dave Parker will take the lease to the County attorney for review and measure area of land involved and find the commercial rate for such a lease.

Power Line Cost Comparisons

Following the receipt of estimates for dealing with the power lines south of the runway that must be buried or moved prior to runway rehab the County Hired Power Engineers Inc they made a cost estimate for comparision.

Because the estimates by the companies seeking to perform the work were all well below that of the consulting engineers, we can go forward with presenting the contracts to the County Commissioners so work can begin. The overall cost to the county, after grants, will be $54,000. Pat Gardner moved that the contracts be presented to the County Commissioners for signature. Rick Durden seconded the motion and it passed unanimously.

Albert Wolf Hangars

Despite being advised in a letter on November 25, 2024, and December 9, 2024 that any and all of his hangar land leases were given a one-year extension to December 31, 2025 and would not be extended any longer under any conditions, Albert Wolf wrote a letter to the County asking for a one-year extension through 2026. During discussion, the Board members emphasized that nothing had changed in the past year, the hangars were in very poor to dangerous condition and that the leases would not be extended.

Pat Gardner moved that Albert Wolf be advised that he has three months after December 31,
2025, to remove the hangars and that if there are any aircraft in those hangars, the owners will no
longer be tenants of Mr. Wolf. Rick Durden seconded the motion and it passed unanimously.
Dave will send a letter Certified Mail advising Bert of the Boards decision.
